Private Education Act
With the Private Education Act introduced in November 2009, the Council for Private Education (CPE) was incorporated to provide for the regulation and accreditation of private education institutions (PEIs) so as to ensure the quality education in Singapore.
From 21 December 2009, all PEIs operating in Singapore are subjected to a mandatory framework known as the “Enhanced Registration Framework (ERF)”. This framework set out under the Private Education Act and the Private Education Regulations spells out the mandatory registration requirements and legislative obligations on the PEIs.
Besides the ERF, there is another quality assurance scheme known as EduTrust.
Private education institutions need to achieve higher and more comprehensive standards in their corporate governance and administration, academic processes, student protection and support services, and financial viability. The EduTrust certification scheme enables them to differentiate themselves as of a higher quality by achieving certification awards that correspond to their standards in these key areas of management and student services.
The seven criterions that PEIs are being assessed on covers:
1. Management commitment and responsibilities,
2. Corporate governance and administration,
3. External recruitment agents,
4. Student protection and support services,
5. Academic processes and student assessments, and
6. Achievement of Student and Graduate outcomes,
7. Quality Assurance, monitoring and results.
